Waxman-Markey Bill Includes
2030 Challenge Targets

An outcome of Architecture 2030's ongoing efforts to educate Congressional members on the positive impacts of updating the National Model Building Energy Code Standards to meet the 2030 Challenge targets, the U.S. House of Representatives Energy and Commerce Committee has incorporated updating the national code standards to meet these targets into the code provisions of the Waxman-Markey Bill, titled the "American Clean Energy and Security Act of 2009" (Section 201 of H.R. 2454). These provisions would, among other benefits, continue code updates to the year 2030, meeting the full extent of the 2030 targets. It is anticipated that the full House will vote on this historic bill as early as tomorrow, Friday, June 26th. We want to thank the many groups and firms that support Architecture 2030's initiatives and the code provisions in the Bill. We specifically want to thank the Alliance to Save Energy and Environment America for their tireless efforts on the Hill.

2030 Challenge Targets Also Included in Senate Bill
Earlier this year, Edward Mazria appeared before the U.S. Senate Committee on Energy and Natural Resources to give
testimony on reducing energy consumption in buildings. During his testimony, he emphasized the importance of updating the National Model Building Energy Code Standards to meet the 2030 Challenge targets, specifically to achieve energy reductions of 30% below IECC 2006 and ASHRAE 90.1-2004 in 2010 and 50% below in 2016. As a result, updating the national code standards to meet these targets was incorporated into the American Clean Energy Leadership Act and passed in Committee.

On June 11, the U.S. House Financial Services Committee invited Edward Mazria to give testimony before the Subcommittee on Housing and Community on building efficiency and job creation measures in the Green Act of 2009 (H.R. 2336).

UPDATE: Washington State
Governor Signs 2030 Challenge Legislation

Washington State has become the first state to legislatively adopt the 2030 Challenge into their building code.
On May 8, 2009, Governor Chris Gregoire signed SB 5854, which requires meeting the energy efficiency reductions of the 2030 Challenge for new construction and major renovations throughout the state.

Excitement for the “Efficiency First” bill spread rapidly early last month as it passed through the legislature and headed for the Governor's desk. The Puget Sound Business Journal reports that, with thousands of new jobs foreseen in order to enact the new standards, the new law is a major victory not just for the environmental community, but for the business community as well.
